2011 - 150 Years of CAG - UNC Set

The Last of the coins to be released in the year 2011 was to commemorate the 150 years of Controller & Auditor General of India [CAG]. The function was held on 16th November 2011.

Following are the details of the coins released;

The Comptroller and Auditor General (CAG) of India is an authority, established by the Constitution of India, who audits all receipts and expenditure of the Government of India and the state governments, including those of bodies and authorities substantially financed by the government. The CAG is also the external auditor of government-owned companies. The reports of the CAG are taken into consideration by the Public Accounts Committees, which are special committees in the Parliament of India and the state legislatures. The CAG is also the head of the Indian Audit and Accounts Department, which has over 58,000 employees across the country.

The CAG is ranked 9th and enjoys the same status as a judge of Supreme Court of India in Indian order of precedence.

The Comptroller and Auditor-General of India is appointed by the President of India following a recommendation by the Prime Minister. On appointment, he/she has to make an oath or affirmation before the President of India.

The office of CAG has been given utmost importance by the Constitution makers. As per the Constitution of India retired C&AG can not take up any position or post under Govt of India or any other private body. C&AG's removal procedure is similar to that of removal of a Judge of Supreme Court of India.

The Coins

This is another coin where there were multiple die's made.

I think the Original Design was as shown below. The Dot at 6' O Clock was part of the design and supposed to demarcate the English and Hindi Legend. The Coins were designed & Released by Kolkata Mint. However on Circulation coins, it posed a challenge to other mints [Hyderabad, Mumbai, Noida] in terms of where the Mint mark should be placed. Hence the Dot at 6' O Clock gave way to the space for the Mint Mark.

On the Circulation Strike from Kolkata Mint coins there is no "Dot" on the Rs 5 Coin. However the Proof and UNC coins have the dot.

The 3rd Coin set to be released in the year 2011 was to mark the 100 years of Indian Council for Medical Research [ICMR]. The release function was held on 15th November 2011. Following are the details of the coin released.

The Indian Council of Medical Research (ICMR), New Delhi, the apex body in India for the formulation, coordination and promotion of biomedical research, is one of the oldest medical research bodies in the world.

In 1911, the Government of India set up the Indian Research Fund Association (IRFA) with the specific objective of sponsoring and coordinating medical research in the country. After independence, several important changes were made in the organisation and the activities of the IRFA. It was redesignated the Indian Council of Medical Research (ICMR) in 1949, with considerably expanded scope of functions. The ICMR is funded by the Government of India through the Ministry of Health and Family Welfare.

The Council's research priorities coincide with National health priorities such as control and management of communicable diseases, fertility control, maternal and child health, control of nutritional disorders, developing alternative strategies for health care delivery, containment within safety limits of environmental and occupational health problems; research on major non-communicable diseases like cancer, cardiovascular diseases, blindness, diabetes and other metabolic and haematological disorders; mental health research and drug research (including traditional remedies). These efforts are undertaken with a view to reduce the total burden of disease and to promote health and well-being of the population.
The Governing Body of the Council is presided over by the Union Health Minister. It is assisted in scientific and technical matters by a Scientific Advisory Board comprising eminent experts in different biomedical disciplines. The Board, in its turn, is assisted by a series of Scientific Advisory Groups, Scientific Advidsory Committees, Expert Groups, Task Forces, and Steering Committees etc. which evaluate and monitor different research activities of the Council.
The Council promotes biomedical research in the country through intramural as well as extramural research. Over the decades, the base of extramural research and also its strategies have been expanded by the Council.
The 2011 marks the 100 Years of the Institution.

UNC Set: 2 Coins

Coins of Rs 100 and Rs 5.
For the first time the Hyderabad Mint has issued a 2 Coin UNC set with Silver Coin. As to why the mint choose to strike sets that were already struck by other mints is not sure. This would be for the first time in the history of Indian Proof & UNC Set that a high denomination set was struck by 2 mints. As part of this, the Hyderabad mint had struck the RBI Platinum Jubilee, C Subramaniam, Civil Aviation and ICMR

It is very interesting to observe this design on the recent issues. The coins have been picked up from regular circulation strikes and images taken off. The RBI Circulation strikes were Unique so that every mint minted only one denomination for circulation. So the Rs 1 has Hyderabad, the Rs 2 Kolkata, the Rs 5 Mumbai and the Rs 10 Noida.
